
Pilot in preparation
The BTL-COP pilot programme is being developed across Valencia, Madrid, Zagreb, and London, bringing together police authorities, communities, and other local actors to strengthen trust, leadership, and practical collaboration.
Each pilot will support the creation of Trust in Neighbourhood Groups (TING) and contribute practical lessons to shared project learning.
Across all locations, activities will include cross-sector engagement, collaborative workshops, and regular local meetings. This page will be updated as activities begin and progress.
Local focus
In London, the pilot is delivered by the Mayor’s Office for Policing and Crime (MOPAC), working through the Metropolitan Police Service (MET), with community engagement supported by Second Wave under the coordination of the University of Greenwich.
Together, these organisations bring strategic oversight, operational policing expertise, and community-based engagement to support trust-building and inclusive dialogue at neighbourhood level.
What makes the London pilot distinctive
- Governance and delivery combined: The pilot brings together strategic oversight (MOPAC) and frontline policing practice (MET), ensuring alignment between policy priorities and local action.
- Strong community engagement: Second Wave contributes long-standing experience in youth and community engagement, helping ensure that diverse voices — particularly those who may feel marginalised or mistrustful — are included.
- Scenario-based collaboration: Planned workshops will bring together police officers, community members, and academic partners to explore real-world situations and practical responses.
- Cross-sector participation: Activities will involve collaboration beyond policing, supporting shared understanding and cooperation across sectors.
- Contribution to wider learning: Experience from London will feed into joint learning with other pilot regions, supporting the transfer of effective approaches.
