BTL-COP develops practical tools and solutions that support trust-based collaboration between police, communities, and partner organisations.
Grounded in research and co-creation with practitioners and citizens, these tools combine methodological frameworks, digital solutions, and training resources designed to address poverty-fuelled and aporophobia-related crime.

Together, they form an integrated toolbox that helps police authorities:

  • strengthen community engagement and leadership,
  • improve trust-based intelligence sharing,
  • enhance prevention and investigation capacities,
  • and support sustainable community–police partnerships.

Key BTL-COP Solutions and Tools

These tools are developed and tested iteratively through pilots and co-creation activities and will be made available to practitioners and stakeholders as the project progresses.

TING Model (Trust in Neighbourhood Groups)
A community-police engagement model that supports long-term, trust-based cooperation at neighbourhood level. The TING Model provides a structured approach to dialogue, co-creation, and shared problem-solving between police, young people, and community actors.

BondMate Device
A technological tool designed to support trust-building initiatives and facilitate structured interaction between police and communities. BondMate helps operationalise community engagement activities and supports the collection of relevant insights from the field.

Trust Measurement Framework
A framework for systematically assessing trust between communities and police. It enables the analysis of perceptions, relationships, and social dynamics, supporting evidence-based decision-making and evaluation of interventions.

Intelligence Toolkit
A set of tools and methodologies that support ethical, community-informed intelligence gathering. The toolkit helps police better understand local contexts, risks, and vulnerabilities while strengthening cooperation with community partners.

Training & Manuals
Comprehensive training curricula and practical manuals for police authorities and practitioners. These resources focus on leadership, community engagement, trust-building, and addressing contemporary forms of poverty-related crime.
