Valencia pilot

Pilot in preparation

The BTL-COP pilot programme is being developed across Valencia, Madrid, Zagreb, and London, bringing together police authorities, communities, and other local actors to strengthen trust, leadership, and practical collaboration.

Each pilot will support the creation of Trust in Neighbourhood Groups (TING) — local spaces for dialogue, shared learning, and cooperation — and will contribute insights that can be shared across regions.

Across all locations, activities will include cross-sector engagement, collaborative workshops, and regular local meetings. This page will be updated as activities begin and progress.

Local focus

In Valencia, the pilot will be delivered with Valencia Police (AYUNTAMIENTO DE VALENCIA / PLV) and local stakeholders, contributing to the shared approach being developed across all pilot locations.

What makes the Valencia pilot distinctive

  • Early testing of project tools: Valencia will play a leading role in testing and refining selected project tools before wider use.
  • Strong co-design focus: Local community organisations and emergency responders will be involved in shaping activities and solutions.
  • Operational environment: The pilot builds on Valencia’s established emergency-management and coordination context.
  • Cross-sector collaboration: Engagement will extend beyond policing to include other relevant local actors.
